OFFICE OF THE PROVINCIAL AGRICULTURIST

MANDATE

The Office of the Provincial Agriculturist is responsible

for the promotion of agriculture’s development through

sound agricultural planning and  resource allocation, people empowerment

and provide comprehension support services to agricultural communities

that will spur the economic growth of the province.

VISION

Sustainable agriculture and fishery sector that can protect Sibugaynon’s

from food and nutrition insecurity, with a diversified rural economy that is

dynamic and globally competitive. A well-developed market and value chain where

transformation is guided by sound practices of resource sustainability and strong

farmers participation.

MISSION

1.)As a service provider with fundamental concern for global competitiveness,

poverty alleviation and food security; 2.)To be at the forefront of providing

efficient technology transfer services through market establishment and linking;         3.)

To empower farmers and fishers and tri-people as food producers, increasing through

Productivity, and enhancement measures, thus transforming them into peaceful and loving citizens.

GENERAL FUNCTIONS

  1. Formulate measures for the approval of the sanggunian and provide technical assistance and support to the governor in carrying out said measures to ensure the delivery of basic services and provision of adequate facilities relative to agricultural services as provided for under Section 17 of the Local Government Code of 1991;
  2. Develop plans and strategies and, upon approval thereof by the governor, implement the same, particularly those which have to do with agricultural programs and projects which the governor is empowered to implement and which the sanggunian is empowered to provide under the Local Government Code of 1991;
  3. In addition to the foregoing duties and functions, the office shall:
    1. Ensure the maximum assistance and access to resources in the production, processing, and marketing of agricultural and aqua-cultural and marine products are extended to farmers, fishermen, and local entrepreneurs;
    2. Conduct or cause to be conducted location-specific agricultural research and assist in making available the appropriate technology arising out of and disseminating information on basic research on crops, prevention and control of plant diseases and pests, and other agricultural matters which will maximize productivity;
    3. Assist the governor in the establishment and extension services of demonstration farms or aquaculture and marine products;
    4. Enforce rules and regulations relating to agriculture and aquaculture; and
    5. Coordinate with government agencies and non-governmental organizations which promote agricultural productivity through appropriate technology compatible with environmental integrity.
  4. Be in the frontline of the delivery of basic agricultural services, particularly those needed for the survival of the inhabitants during and in the aftermath of man-made and natural disasters and calamities; and
  5. Recommend to the sanggunian and advise the governor on all matters related to agriculture and aquaculture which will improve the livelihood and living conditions of the inhabitants.(C) Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.
