Dulce Ann Kintanar Hofer also known as “Ann K. Hofer” is a politician and an Educator. She was born on June 3, 1967, in Cebu City. The First Lady Governor, she is also the proud daughter of the late Dr. George T. Hofer, The Founding Father of the Province of Sibugay.

She graduated with a degree of Bachelor of Science in Business Management at the Ateneo de Manila University and completed her Master’s Degree in Business Management at the University of the Philippines – Cebu in 1996. In 2005, she completed her Doctoral Degree in Public Administration at the National College of Public Administration and Governance at the University of the Philippines in Diliman, Quezon City.

She also took additional educational training on Public Financial Management at the John F. Kennedy School of Government, Harvard University in Cambridge, Massachusetts USA; Negotiations and Decision-Making Strategies at the University of Chicago Business School – USA; Trainer’s Training Program at the Junior Chamber International Institute – Japan and the Women Entrepreneurs in Business at the Asian Institute of Management in Makati City.

In the year 2002-2006, She worked as an Associate Professor in the Political Science Department at the De La Salle University, Manila for Undergraduate Courses teaching Seminar on Legislation; Politics and Governance; Seminars on Women and Politics as well as Organizational Development; Public Policy; Participation and Development and Development Administration for Graduate Courses. At the same time, she is also a lecturer at the National College of Public Administration and Governance in the University of the Philippines, Diliman, teaching a Doctoral Course about “Seminar on Special Problems in Administrative Theory”.

She started her political career as a representative of the 14th Congress, House of Representatives of the 2nd District of Zamboanga Sibugay from 2007-2010, and prior to being elected as a Governor, she completed her three-term as a Congresswoman from 2013 to 2022.
